I know this was asked before but I have a different wheel on my late '73 plus 2 S 130/5. Rather than a central horn push, the whole black plastic ‘cap’ can be pressed around the rim to operate the horn. Seems to be a larger moulding. Don’t fancy prising with screwdriver as it is brittle and fragile. I have the workshop manual but it clearly describes removal for an earlier model.

It’s been a while for me, too (72 Federal sprint with the same arrangement) but you need to get the ‘logo’ off to see the inner workings. Gently pry on the plastic.
Here are a few photos of the 3 parts that make the horn push. Maybe it gives an idea of how they are linked together. The inner logo part is a press fit and can be removed to get access to the central nut:

Thank you both. That is what I hoped or expected but having gone round the inner logo part as per the arrow with a magnifying glass I can’t see anything to suggest that they are two separate mouldings. I have a set of minute screwdrivers and can’t force a blade in anywhere. Incredibly well matched mouldings if there are separate.
I do know the wheel has been off more than once before but there are no marks to suggest it has been prised out before. I will look in the dark with magnifier and mini torch which might reveal more.
