I need to replace the near side rear brake pipe, from the rear 3-way union, to the mount on the chassis. Is it possible to get to the 3-way union at the rear of the car.

Yes, from underneath the car. It should be screwed to the bottom of one of the arms of the ‘Y’ part of the chassis.
